When the Budget option is selected in the System Administration list () on the Utility Bar, the Fiscal Constraint tab is the first tab to open.
Function
The Fiscal Constraint tab contains the budget for each funding record per year. As projects get funded through the life of the STIP, the total values programmed for a particular funding record are compared to its corresponding budget. This allows the user to ensure that fiscal constraint for the year is being met. Changes to Fiscal Constraint values will not trigger a STIP Amendment or Administrative Modification. Although this tab is only editable by users with permission, all users can view it. There is also a Fiscal Constraint report available from the Standard Reports module with similar information to this tab.
Filters
The user can filter the Fiscal Constraint tab's data by using the STIP and Year picklists. These picklists allow the user to toggle between STIP versions and the Year within the STIP that they wish to view or edit. The default for the picklists will be the first year of the current STIP. However, once a user has selected options, the system will remember these selections for each module within the application. These options will continue to be saved for the next time the user enters the application as well. Once these filters are satisfactorily filled, the Fiscal Constraint table will be updated automatically.
Fiscal Constraint Table
The Fiscal Constraint table groups the funding records by Fund Type (Federal, State, Other, Other Federal, etc.); each grouping has a header that outlines the Fund Type and subtotals for the record set. These records are navigable on the table through the scrollbar tool. The table also has two static elements: the table header row and the total row. The table header row has eight column types.

| Funding Category | This field includes a unique description of the Funding Category created through the Add New functionality. The Funding Categories will be formatted in this interface as "Funding Abbreviation – Funding Description." |
| Apportionment of Funds | This is a free-form text field that contains the apportionment for the particular funding category. The user can click into a cell in this column to alter the calculated value if desired. |
| Estimated Carryover | This is a free-form text field that contains the carryover for the particular funding category. Only categories with Fund Type = Federal or Other Federal will have the option to input values. Current and previous year values will be calculated using information from FMIS; the remaining years will be automatically calculated using the value in the previous year’s Estimated Balance Remaining column. The user can select the checkbox to the left of the Carryover amount and override the calculated value if desired. |
| Estimated Transfer | This is a free-form text field that can be used to enter negative or positive numbers to indicate a transfer of funds. The total for this column must equal 0 prior to the user being able to save. |
| Total Funding Available | This field is read-only and automatically calculated using the following formula: Apportionment of Funds + Estimated Carryover + Estimated Transfer. |
| Programmed Amount | This field is read-only and automatically calculated using the associated programmed funds for all projects matching the STIP, Year, and Funding Category. |
| Estimated Balance Remaining | This field is read-only and automatically calculated by the system using the following formula: Total Funding Available – Programmed Amount. |
| % Difference | This field is read-only and automatically calculated by the system using this formula: |Estimated Balance Remaining| / Total Funding Available. The result will be a percentage to indicate the amount over or under programmed. Over-programmed categories will be indicated by a red up arrow, and under-programmed categories will be indicated by a green down arrow. |
The Federal subtotal row will also include an additional summary line containing the Estimated Obligation Authority amount for the year displayed. The Estimated Balance Remaining value for this row will follow this formula: Estimated Obligation Authority – Programmed Amount.
