The Staging tab is the first tab on the Actions interface.
Function
The Staging tab is the landing page for all pending changes to the STIP. This interface consists of a scrollable listing of projects and related controls.
Project Sections
When initially selected, the Staging tab displays all projects with pending changes. Each project listed on the Staging tab is composed of three sections:
- Project Header -- This header is displayed at the top of each project listing.
- Funding Table -- This table appears directly below each project header.
- Change Table -- This table is displayed below the Funding table.
Project Header
Each project entry on the Staging tab will first display a Project Header with general information about the listed project. This Project Header will include the following fields.

| Selection Checkbox | Filter the Staging tab. Only the projects with selected checkboxes will be shown on the interface after using the Show Selected Only button. |
| Need ID | Display unique identifier for the STIP project as shown on the Detail tab. This value will also be a link that transfers the user to the project's general information. |
| Project Title | Display the name for the STIP project as shown on the Detail tab. This may be truncated due to space; however, the user can hover over the name to see the full value. |
| DOT Region | Display the DOT Region associated with the STIP project as shown on the Detail tab. |
Funding Table
Below the Project Header, the Funding table will display all funding lines for a project, providing a full view of the project across the ten-year STIP window. New projects will have blank funding tables but are editable. The Funding Table will include the following columns:

| Delete Checkbox | Mark a funding line for deletion. |
| Phase | Display the abbreviated value for the work phase. |
| Program | Display the Programs related to the Project Purpose defined for the project. |
| Funding | Display the abbreviation for all funding eligible for the selected Program. |
| ACC | Denote that the funding line is a conversion of Advance Construction (AC) funds. This field will only be enabled for those funds that have a Funding Type of "Federal." |
| STIP Window Years | Display the amounts programmed for each year in the STIP window. The user is allowed to view previous and future years outside of the STIP window by selecting the arrows to the left and right of the first and last year. However, only current and future years can be edited. |
| Total | Display the sum of all programmed amounts for the funding line item regardless of the STIP window display. |
Directly below the funding lines are two summary rows for the table data:

| Sub-Total | Display a sum of all amounts for each Year and Total column. |
| Total Net Changes | Report the difference between the pending Sub-Total amount and the previously approved Sub-Total amount. |
Finally, the Funding table has two link controls under the funding lines and to the left of the summary rows:

| Add New | Create a blank row in the table where the user can input new funding information. |
| Change Comments | Open a pop-up to enter a comment related to the pending changes. There can only be one change comment per project; this comment will be associated with the project throughout the approval process. |
Change Table
The Project Change table is displayed below the Funding table and identifies all of the pending changes associated with the project. The Change Table will include the following columns:

| Former Value | Identify the value of the data element prior to the change. |
| New Value | Identify the value of the data element after the change. |
| Date of Change | Identify the date the change was made. |
| Requested By | Identify which user made the change. |
| Type | Identify the type of change (Amendment, Administrative Modification, or Technical Correction). |
| Action | Identify what action should be performed on the change (Accept/Withdraw). |
Controls
There are some controls which lie outside of the Project Sections. These controls are further described in the table below.

| Program Targets Link | View the effect of the changes on the total budgets. |
| Filter Dropdown | Choose Show All, Region, Program, or Need ID to filter the projects listed. If the user selects Region, Program, or Need ID, they must specify the selection with the second picklist/textbox. |
| Changes Only Checkbox | Include only those projects with pending changes in the project list. |
| Action to take for all Checkbox | Update the Action picklist for all displayed projects where its Action selection is currently blank. |
| Show Selected Only Button | Filter the project list to only those projects with the Selection Checkbox marked. |
| Show All Button | Display all projects within the displayed filter. |
| Save Changes Button | Save any changes made to the Staging tab. |
| Discard Changes Button | Discard any changes made to the Staging tab since the last save. |
| Submit for Approval Button | Process all project changes with an Action of "Submit for Approval." |
Actions
The user can perform four specific actions on the Staging tab if they have Actions Staging Tab, Region Administrator*, or STIP Administrator permissions. These actions are:
- Review Projects with Pending Changes
- Modify Project Funding
- Perform Fiscal Constraint Analysis on Funds and Programs
- Specify Actions to take for each Pending Change
Review Projects with Pending Changes: This action is relatively simple and requires the user to simply user the vertical scroll bar to view the projects and their associated header and tables in the Staging tab. Items in teal are in the Staging review status.
Modify Project Funding: This action includes any editing abilities related to the Funding tables. Specifically, this includes adding new funding lines ("Add New" link), editing STIP Window years' funding, changing the Funding type value ("Funding" column), deleting funding lines (delete checkbox), and navigating to previous/future years outside of the STIP Window. Once funding updates are complete, the "Save Changes" button can be selected to save the information to the database, determine the Type of Change, and update the Change table accordingly. Changes are then highlighted in teal to indicate they are in the Staging process.
Perform Fiscal Constraints Analysis on Funds and Programs: This action is concentrated in the Fiscal Constraint and Program Targets links. As funding for projects is modified, the user can select these links to see the effect of the changes on the total funding/budgets. The table on these pop-ups include any funding category that has pending changes by Year for the first four constrained years of the STIP and a total row.
Specify Actions to take for each Pending Change: This action is concentrated in the "Action" column for each Change Table and the "Action to take for all" checkbox. There are three action types available for pending changes: Accept for Approval, Submit for Approval, and Withdraw. These are further explained in the table below. These "Actions" can be selected individually (Changes Table "Action" column) or in bulk ("Action to take for all" picklist). If the change was rejected in the TIP tab, it will display "MPO Rejected" in the "Action" column; this is the reason for its return to the Staging tab, not an available action in the Staging tab. Changes that display "MPO Rejected" can be edited to Submit for Approval or Withdraw. The user can click "Save Changes" to solidify any action type; the "Submit for Approval" button can also be used to process changes with the "Submit for Approval" action type.
| Action Type | Description |
| Accept for Approval | If the pending changes are designated with a Type equal to "Technical Correction," this option will allow the user to approve the change. Once saved, these changes will be considered approved (as part of the last approved Revision) and published and will not move further in the workflow. |
| Submit for Approval | If the pending changes are designated with a Type equal to "Amendment" or "Administrative Modification" and the project has an MPO value equal to "Fairbanks MPO" or "Anchorage MPO," this submits the change to the TIP tab for endorsement by the MPO. Otherwise, the project changes will be submitted to the Statewide Planning Division for assignment to a STIP Revision (the change is moved to the Pre-Approved tab). |
| Withdraw | Reverts the change to its former value and sends a notification email to the user listed in the Requested By field. The email will contain the information being withdrawn. |
