The Detail tab on the Projects interface has a Funding Information section.
Function
The Funding Information section shows the funding associated with this project.
Fields
The Funding information fields available for each project are described in the table below.
| Field | Description |
| Delete | The checkbox here allows the user to select a row for deletion; after the desired rows are checked, the user must click the "Save Changes" button. If the funding has been approved in the STIP, it would first need to go through the Amendment process. Once approved, the funding line will be permanently removed from the system. |
| Phase | This is a picklist of the abbreviated values in the work phase code list. |
| Program | This is a picklist of the available programs. This field will default to the program selected in the General Information area but can be edited. |
| Funding | This picklist contains the funding abbreviations for all funds eligible for the selected program. |
| ACC | This checkbox denotes that the funding line is a conversion of Advance Construction (AC) funds. This field will only be enabled for those funds that have a Funding Type of "Federal." |
| STIP Window Years | These fields contain the amounts programmed for the specified year. |
| Total | This view-only field is the sum of all programmed amounts for the funding line item, including any funding outside the window. |
Edit Rows
To edit a row of the Funding Table, the user can click into the STIP Window Years or Funding fields. Then, they can enter new funding values (STIP Window Years) and select a new funding abbreviation (Funding). After the desired changes are entered, the user must click "Save Changes" to officially input them in the table.
Add New Funding
To add a new funding line, the user can click the "Add New" link below the Funding Table. This link will generate a new blank funding line on the table for the user to populate. The Phase, Program, and Funding picklists must be filled on this new line. Once these picklists are filled, the STIP Window Years will become available for the user to input funding values; the Total column will not be editable. To officially add this row to the table, the user must click "Save Changes."
Helper Link
The Helper link is located below the Funding Table, beside the "Add New" link. When selected, this will open a pop-up allowing the user to enter high level information related to the project funding. This information will be used to populate new funding lines in the funding table and will automatically calculate the Federal and Match percentages based on the Total Amount entered. Additional edits can be made directly in the funding table. If the user wishes to use the Helper to replace existing funding lines, they must first delete the existing funding lines and then select the Helper.
Summary Rows
Below the Funding Table, there are two additional summary rows. The first is a Sub-Total row which includes a sum of all amounts for each Year and the Total column. The second is a Total Net Changes line which will report the difference between the pending Sub-Total amount and the previously approved Sub-Total amount. For example, if the previous Sub-Total for the year 2023 was equal to $100,000 and the new Sub-Total for the year equaled $132,000, the Total Net Changes for 2023 would be equal to $32,000 ($132,000- $100,000).
Fiscal Constraint Table
There is also a Fiscal Constraint Table on the Funding Information section of the Detail tab. This table lies directly below the Funding Table, and it is filtered by the Program or Funding selected in the "Target" picklist. The Fiscal Constraint table will show the Program or Funding Target, Total Programmed, and Balance (Target – Programmed amounts) values for each year in the STIP window. The titles will have this format: Program/Funding name then Target/Programmed/Balance (ex. National Highway System Target, National Highway System Programmed, and National Highway System Balance). If the user adjusts the STIP window to the right or left, the table will also be updated accordingly.
Amendment & Administrative Modification
When changes are made to a project, they will be compared to previously approved values and processed through the "Rules Engine" to determine if the change must go through the Amendment & Administrative Modification workflow for approval. All changes will be presented in the Pending Changes pop-up along with the type of change that was triggered. This will give the user an opportunity to confirm the actions.
In the Pending Changes pop-up, users with STIP Administrator permissions will be able to edit the change type; this picklist is view-only for all other users. Additionally, all users can double-click a row in the Pending Changes table to display the Rules Table and highlight the specific rule that determined the change type. This pop-up has two button controls: Save Changes and Cancel. The Save Changes button will close the window and highlight the changes on the Detail tab; the Cancel button will close the window, allowing the user to discard the changes on the Detail tab, reverting values back to their previously saved values, or modify the changes and save again.
