The Add New link is located on the Location Information section of the Details Tab on the Needs interface.
Function
Locations can be created by selecting the "Add New" link. Selecting this link will minimize the current interface and display a pop-up on the map window. The pop-up content will vary by Location Type.
Location Types
The Add Location interface provides six location types to choose from: Route Segment, Bridge Point, Intersection Point, Traffic Point, Non-GIS: New Polygon, and Non-GIS: Other. Once the user selects the location type, they will be prompted with relevant fields and actions.
Route Segment
If the Route Segment location type is selected in the picklist, the user will be able to view the Route, Route ID, From, and To fields on the pop-up. To add the route, the user will first zoom to the intended area on the map. Once the route is viewable on the map, the user can click the icon next to the Route header, then click the desired route. A route selection will fill the Route ID field. If more than one route exists near the selected location, the user will be presented with a route options map pop-up. The arrow keys in the lower right corner of the map pop-up can be used to find the correct route and select it. Once the "Show Route" button is clicked, the Route ID field will be filled.
After the route is chosen, the user must select a begin and end mile point. These values can be selected through four methods:
- Manually enter values in the "To" and "From" textboxes.
- Click the
icons to select any mile point on the map along the route; this will fill the textbox with the corresponding mile point value.
- Click the
and
icons to set the values to the beginning and ending points on the route; this will fill the textbox with the corresponding mile point value.
- Use a combination of these methods (textboxes,
,
,
).
The user can click the "Save" button at the bottom of the Add Location interface once the Route ID, To, and From fields are filled.
Bridge Point
If the Bridge Point location type is selected in the picklist, the user will be able to view the Bridge, Bridge ID, Route ID, and Milepoint fields on the pop-up. However, only the Bridge field control () is able to be selected and used. All bridges will be displayed as points on the map. If the user clicks on the
icon, the user can zoom in toward these mapped bridge points and click on one. Then, the view-only fields-- Bridge ID, Route ID, and Milepoint-- will be filled with that bridge's information. The user can click the "Save" button at the bottom of the Add Location interface once the Bridge ID, Route ID, and Milepoint fields are filled.
Intersection Point
If the Intersection Point location type is selected in the picklist, the user will be able to view the Intersection, Intersection ID, Route ID, and Milepoint fields on the pop-up. However, only the Intersection field control () is able to be selected and used. All intersections will be displayed as points on the map. If the user clicks on the
icon, the user can zoom in toward these mapped intersection points and click on one. Then, the view-only fields-- Intersection ID, Route ID, and Milepoint-- will be filled with that intersection's information. The user can click the "Save" button at the bottom of the Add Location interface once the Intersection ID, Route ID, and Milepoint fields are filled.
Traffic Point
If the Traffic Point location type is selected in the picklist, the user will be able to view the Traffic, Traffic ID, Route ID, and Milepoint fields on the pop-up. However, only the Traffic field control () is able to be selected and used. All traffic data will be displayed as points on the map. If the user clicks on the
icon, the user can zoom in toward these mapped traffic points and click on one. Then, the view-only fields-- Traffic ID, Route ID, and Milepoint-- will be filled with that traffic point's information. The user can click the "Save" button at the bottom of the Add Location interface once the Traffic ID, Route ID, and Milepoint fields are filled.
Non-GIS: New Polygon
If the Non-GIS: New Polygon location type is selected in the picklist, the user will be able to select the Polygon field control () and select points on the map to draw a polygon area. Once all points are on the map, the user can double click the last plotted point to close the polygon. Then, the system will capture the boundary areas (County and Urbanized Area) and place their values in the appropriate picklists. If the polygon returns more than one record for any of the boundary areas, the picklists will not be populated, and the user will have to manually select the appropriate value (see table). The user can update the values as needed to accurately reflect the Non-GIS location. At a minimum, County and System Code must be populated before the user will be allowed to save the location; the other fields-- Urbanized Area, Congressional District, General Ownership, Rural or Urban, Functional Class, and Structure Number-- are optional. The user will also be required to give the location a Location Name before saving. Once all required fields are satisfactorily filled, the user can click the "Save" button at the bottom of the Add Location interface.
When adding Non-GIS: Polygon locations, the user can follow these rules to fill the Functional Class, General Ownership, County, and Urbanized Area fields:

The Urbanized Area picklist is required when using "Urban Required" funds. If the funding is "Urban Attributable," the Urbanized Area (UA) must refer to a UA with a population > 200K. The Urbanized Area picklist may not be selectable when county is "Statewide." |
Note: The Urbanized Area picklist now hosts values in this format: UrbanAreaCode (#) - Name.
Non-GIS: Other
If the Non-GIS: Other location type is selected in the picklist, the user will be able to view the same fields as in the Non-GIS: Polygon location type. The only difference between the two Non-GIS types is the "Other" type will not have the Polygon field control (). At a minimum, County, Urbanized Area, and System Code must be populated before the user will be allowed to save the location; the other fields-- Urbanized Area, Congressional District, General Ownership, Rural or Urban, Functional Class, and Structure Number-- are optional. The user will also be required to give the location a Location Name before saving. Once all required fields are satisfactorily filled, the user can click the "Save" button at the bottom of the Add Location interface.
When adding Non-GIS: Other locations, the user can follow these rules to fill the Functional Class, General Ownership, County, and Urbanized Area fields:

After Saving
When the user selects the “Save” button for any of the location types, the system will display a message of "[Location Type] saved successfully. Would you like to add another [Location Type]?" If the user selects "Yes," they will be given a blank Add Location interface for the same Location Type. If the user selects "No," the Add Location interface will close, and the Needs interface will be displayed with the Location table expanded and populated with the recently saved information. The resulting interface—either Needs or Projects—will be based on the actions of the user. If the user starts updating location information in the Needs interface, the Needs interface will appear after the user adds a new location. If the user was previously in the Projects interface, they will return there after editing/saving.
